19" X 15", heavy metal, color picture of Twin Towers, Statue of Liberty, American Flag in 3D relief - all within elaborate gold frame. I've seen many 9/11 souvenirs but nothing remotely like this one. It appears, from the date (see photos) that it was made before the disaster, perhaps even for sale in the Souvenir Shop at the Twin Towers itself.
