I need someone with CSS etc. skills to customize a WordPress Theme for me. The essential components are as follows:

1. Modifications to the Header to hold graphic and tagline appropriately
2. Modifications to Footer
3. Change to second column/sidebar to hold:
A. Block with text, photo and link to an email signup page
B. Block with text and free download signup
C. Ideally ability to add other blocks easily to the template

The final theme will need to maintain the capacity to use plug-ins and add-ons
